Express Entry PNP Draw April 13, 2026: 324 Invitations at CRS 786 — The Strategic Picture Has Changed

IRCC issued 324 invitations to apply for permanent residence on April 13, 2026 in a draw exclusively targeting Provincial Nominee Program candidates. The minimum CRS score required was 786, and profiles needed to have been created before 6:53 p.m. UTC on November 19, 2025.

This is the eighth PNP draw of 2026 and the twenty-first Express Entry selection of the year. It arrives at a moment when the strategic value of a provincial nomination — and the PNP draw system itself — is in question like never before.

Draw Details

The April 13 draw issued 324 invitations to PNP candidates with a CRS cutoff of 786. To put that number in context: a PNP candidate in this draw already holds a provincial nomination, which adds 600 points to their base CRS score. A candidate with a base score of 186 and a provincial nomination would meet the 786 cutoff. The high headline CRS number reflects the nomination factor, not a high underlying profile score.

Profiles eligible for consideration needed to have been created before November 19, 2025. This profile creation date cutoff is standard in PNP draws and reflects IRCC managing the queue of nominated candidates waiting to convert their nomination into a federal ITA.

2026 Express Entry Draw Activity at a Glance

Through April 13, 2026, IRCC has issued 59,154 total invitations across 21 draws. The breakdown by draw type reveals a clear pattern in who IRCC has been prioritizing this year.

The Canadian Experience Class has dominated volume with 30,250 invitations across six draws — more than half of all ITAs issued in 2026. French-language draws have been the second largest category at 18,000 invitations across three draws, with CRS cutoffs as low as 393 in March — far below what general draws require. Healthcare and social services drew 4,000 invitations in one dedicated draw in February. Provincial Nominee Program draws have issued 3,263 invitations across eight draws. The Trades category received 3,000 invitations in a single draw on April 2 under the new Trades category. Physicians with Canadian work experience received 391 invitations in one draw. Senior Managers with Canadian work experience received 250 invitations in one draw.

The pattern is unmistakable. IRCC has focused almost entirely on candidates already in Canada — those with Canadian experience, provincial nominations, and specific occupational profiles. Foreign applicants without Canadian ties have had almost no pathway through the 2026 draws so far.

Why This Draw Matters More Than the Numbers Suggest

Critical context: IRCC proposed this week to modify or remove the 600-point PNP factor from the CRS. If implemented, the entire structure of PNP draws would change fundamentally.

The April 13 draw is routine on its face — PNP draws have been the most frequent draw type all year. But it arrives five days after IRCC announced it would retire all three Express Entry programs, and three days after detailed proposals were shared showing that the 600-point provincial nomination CRS factor is under review.

If the PNP factor is modified or removed as proposed, PNP candidates would no longer have a near-automatic guarantee of selection in the next draw after receiving a nomination. The entire logic of provincial nomination as an Express Entry accelerator would change. Candidates currently holding provincial nominations — or pursuing one — need to understand the urgency of submitting their federal PR application while the current 600-point framework is still in place.

The OINP Dimension: May 30 Deadline Approaching

For Ontario residents specifically, the provincial picture adds another layer of urgency. The Ontario Immigrant Nominee Program is set to revoke all existing stream categories on May 30, 2026. This affects the Foreign Worker, International Student, and In-Demand Skills streams that have been the basis of OINP nominations throughout 2026.

Candidates who receive an OINP nomination before May 30 and then receive a federal ITA through a PNP draw — like today’s — are operating under the current framework. Those who wait may find both the OINP streams and the 600-point PNP factor changed or gone by the time they act.

What the 2026 Draw Pattern Tells Us

Looking at the full 2026 draw history, three conclusions stand out for anyone planning an Express Entry strategy right now.

First, being in Canada matters enormously. The CEC has dominated volume all year. Candidates with Canadian work experience have been selected at significantly lower CRS scores than general pool candidates. If you are in Canada on a work permit accumulating experience, you are in the right position.

Second, French proficiency has been extraordinarily valuable. Three draws totalling 18,000 invitations at CRS cutoffs as low as 393 represent an exceptional opportunity for bilingual candidates. With IRCC now proposing to remove the French bonus points from the CRS — though maintaining category-based draws — the window for this advantage may narrow.

Third, provincial nominations have been the most reliable path to selection, with eight draws and consistent frequency. If the 600-point factor is modified as proposed, the frequency and reliability of PNP draws as a selection mechanism may change.

  • Submit your federal PR application immediately if you have received an ITA. You have 60 days — do not use them all.
  • Ensure your profile is active and complete so you are eligible for upcoming PNP draws if you have a nomination but have not yet received an ITA.
  • Get a legal review of your application before submission — errors or missing documents can delay or refuse a federal PR application that a nomination has positioned you well to receive.
