The Surprise Express Entry PNP Draw: Decoding the 789 CRS Cutoff

By Harkiran Singh Sidhu February 16, 2026

IRCC has just executed a surprise Express Entry PNP draw, inviting only 279 candidates with a minimum Comprehensive Ranking System (CRS) score of 789. This marks the fourth PNP-specific selection of 2026 and reinforces a clear, undeniable pattern: the era of the low-score “General Draw” is being replaced by hyper-targeted, high-cutoff rounds.

At Cambria Law Firm, we do not view a 789 CRS cutoff as an impossible barrier. We view it as a 600-point opportunity audit.

1. The Statutory Audit: Decoding the 789 Score

The 789 cutoff confirms that candidates who do not possess a Provincial Nomination are currently being structurally excluded from these targeted rounds.

  • The Math: A base score of 789 is statistically impossible without the 600-point boost provided by a provincial nomination.

  • The Strategy: If your base CRS is between 189 and 450, you are entirely eligible for this specific draw type—provided you secure a nomination from a province like Ontario (OINP).

2. 2026 Intelligence: The Shift to “Domestic Targets”

So far in 2026, IRCC has focused almost exclusively on candidates already within the Canadian economic system or those with specific in-demand traits:

  • Canadian Experience Class (CEC): 14,000 ITAs issued.

  • French Proficiency: 8,500 ITAs issued.

  • Provincial Nominee Program (PNP): Over 1,500 ITAs issued.

The Compliance Reality: If you are not optimizing for a specific category (French, Healthcare, Tech) or a Provincial Nomination, your Express Entry profile is stagnant.

3. The OINP Strategy: Securing the 600-Point Boost

For candidates in Mississauga and the GTA, the Ontario Immigrant Nominee Program (OINP) remains the most viable defense against high federal cutoffs in an Express Entry PNP draw.

At Cambria Law, we execute a two-part OINP strategy:

  • Targeting Tech & Healthcare Draws: We audit your NOC code alignment to ensure your profile is properly flagged to receive “Notifications of Interest” (NOIs) from Ontario.

  • The Employer Form Audit: We directly manage the administrative hesitation employers often have regarding the mandatory “Employer Form.” We ensure they meet the rigorous revenue and employee thresholds required to legally support your provincial nomination.
