IRCC Update 2026: IEC Participants Can Now Apply for Repeat Work Permits From Within Canada

The News: No Need to Leave

Immigration, Refugees and Citizenship Canada (IRCC) has officially extended the temporary public policy that allows International Experience Canada (IEC) participants to apply for a repeat work permit without leaving the country.

For thousands of youth currently in Canada on Working Holiday, Young Professionals, or International Co-op permits, this is a massive relief.

Previously, to activate a second IEC participation (or “activate” a new permit), candidates often had to leave Canada and re-enter, or engage in “flagpoling” at the US border—a process that has become increasingly difficult and restrictive in 2026.

What Does This Mean for You?

If your country’s Youth Mobility Agreement allows you to participate in the IEC program more than once (e.g., switching from a Working Holiday to a Young Professionals permit), you do not need to fly home or drive to the border.

You can now submit your application and receive your new work permit entirely from within Canada.

Key Benefits of the Extended Policy

  1. Save Money: No need to purchase expensive flights to your home country or the US just to activate paperwork.

  2. Avoid Border Stress: Flagpoling carries risks, including long wait times and potential denial of entry if you lack the correct documentation. This policy removes the border agent from the equation.

  3. Seamless Transition: By applying from within Canada, you can transition from one permit to the next with less disruption to your employment.

Eligibility Checklist

To take advantage of this policy extension, you generally must:

  • Be physically present in Canada.

  • Hold a valid work permit or have valid status in Canada (e.g., visitor).

  • Have received an Invitation to Apply (ITA) for a new IEC participation.

  • Be from a country that allows repeat participation under the IEC bilateral agreement.

A Warning on “Maintained Status”

It is crucial to note that IEC permits function differently than standard closed work permits regarding “Maintained Status” (formerly Implied Status). If your current IEC permit expires before a decision is made on your new application, you may not be authorized to work during the gap period.

Timing is everything. Do not wait until the last week of your visa to apply.
