The wait is finally over. On March 6, 2026, Immigration, Refugees and Citizenship Canada (IRCC) confirmed the soft launch of the highly anticipated new Temporary Resident to Permanent Resident (TR to PR) Pathway.

This new initiative is designed to transition 33,000 eligible temporary workers to permanent residence. Unlike the 2021 TR to PR pathway which was announced with immediate, clear guidelines, this program has been rolled out “quietly,” with Immigration Minister Lena Metlege Diab confirming that applications are already being accepted in certain streams, while full programmatic details will be released in April.

Here is what you need to know immediately to secure your spot in this limited-capacity program.

⚠️ Important Clarification: What “33,000 Spots Over 2 Years” Really Means

There is a major point of confusion in the government’s announcement that could cost you your chance at permanent residence.

IRCC stated that the 33,000 spots are “allocated across 2026 and 2027.” Many applicants interpret this to mean there will be two separate application windows (one in 2026 and one in 2027). This is a dangerous assumption.

  • “Allocation” refers to Admissions (Processing): This means IRCC plans to finalize roughly 15,000 applications in 2026 and the remaining 18,000 in 2027.

  • Intake is Likely One-Time: IRCC often opens a single intake window to collect all the applications they need to meet their targets for the next two years.

The Bottom Line: Do not assume you can wait until 2027 to apply. If IRCC opens the portal in April 2026 and receives 33,000 valid applications in the first week, they may close the program indefinitely. Treat this as a “first-come, first-served” race.

Who Is Eligible? (What We Know So Far)

This pathway is a direct response to the government’s goal of reducing the temporary resident population to 5% by stabilizing those already in Canada.

  • Target Audience: Temporary workers currently residing in Canada who have established strong roots.

  • Employment: You must be currently employed and paying taxes in Canada.

  • Priority Sectors: While full eligibility lists are pending, early reports indicate a heavy focus on Healthcare, Agriculture, Trades, and Rural Communities.

If history is any indicator, speed is everything. The 2021 TR to PR pathway reached its quota of 40,000 applicants for the International Graduate stream in just 25 hours.

With only 33,000 spots available to cover two years of admissions, this pathway is expected to be even more competitive. If you wait until the full details are published in April to start gathering your documents, you will likely be too late.

Critical Document Checklist: Prepare These Today

To be ready to submit the moment you confirm your eligibility, ensure you have digital copies of the following documents ready immediately:

  1. Valid Language Test Results:

    • English: CELPIP-General or IELTS-General.

    • French: TEF Canada or TCF Canada.

    • Note: Ensure your results are less than 2 years old.

  2. Police Certificates:

    • You need a certificate for every country (other than Canada) where you have lived for 6+ months in a row since the age of 18. These can take months to obtain—order them now.

  3. Proof of Current Employment:

    • A recent Reference Letter from your employer confirming your job title, duties, salary, and hours.

    • Your most recent pay stubs (last 3-6 months).

    • T4 slips and Notice of Assessment (NOA) for previous tax years.

  4. Valid Passport:

    • Ensure it is valid for at least another 6 months.

Strategic Advice: “In-Canada” is the Key

This pathway is unique because it strictly targets In-Canada candidates. If you are currently out of status or your work permit is expiring soon, this announcement is a critical lifeline.

However, do not let your status expire while waiting for this application. If you are eligible for a work permit extension or bridge open work permit, apply for it to maintain valid temporary status while your PR application is processed.
